Well, I think it might not be the first choice for beginners but it's the best reference you can have:
ISO/IEC 9899 : 1990 Programming Languages - C (International Standard)
also known as the ANSI C standard.
It should be available from your local ISO/IEC office. Be sure that you also get
the
ISO/IEC 9899 : 1990 / Cor.1 : 1994 Programming Languages - C, Technical Corrigendum 1
Unfortunately these documants are VERY expensive.
Check http://www.iso.ch/ for a pointer to your local office.
