Not the open or close state is saved, but it is saved, if there are some
watches.
If there are some, you will get every time you restart RHIDE the opened
watch window
and I'm not planning to change this.
Try to keep open the watch window when exiting RHIDE but any watches are
deleted.
After restarting you get no watch window.
