This is known as the "good netkeeping seal of approval". You can override it,
but you shouldn't. What it means is that it considers a too-high ratio of
quoted text to original material to be unacceptable. In these days of
threaded newsreaders, it's rarely necessary to quote one's entire message.
Now if only we can get every newsreader to deliver electric shocks to people
posting MMF's.
