It's in the file info/binutils.inf.

Are you running Info under Windows 95?  If so, set LFN=n in the 
environment and see if that fixes the problem.  If it does, change the 
line of the file info/dir which says

	* Binutils: (binutils).

to say this instead:

	* Binutils: (binutils.inf).

and you should be OK.  (Btw, section 22.14 of the DJGPP FAQ list already 
answers this question.)
