Win95 is a DPMI server, DOS on its own is not. You need a separate DPMI
server in DOS. For DJGPP and RHIDE you need CWSDPMI. It is with the rest
of the DJGPP archives at simtelnet. make sure cwsdpmi.exe is in the path.
