If you are using version 1.x of djgpp, the latest version comes with
(I believe) version 1.12m4. You need the original 1.12 files and the
maintenance patches 1 through 4. However, you should be aware that
version 1.x is no longer supported, as version 2 is out now.
If you are using version 2 of djgpp, you don't need go32 anymore, as
it has been replaced by cwsdpmi, the free DPMI provider that has been
created for DJGPP. The latest version can be found as:
ftp://ftp.simtel.net/pub/simtelnet/gnu/djgpp/v2misc/csdpmi3b.zip
If you are trying to run v1.x programs with v2, you need a copy of
the go32.exe from v1.x. There is a version of go32 that comes with
version 2 called 'go32-v2.exe', but it cannot run v1.x programs without
the old go32.exe present. See the 'readme.1st' file for information on
how to set up go32-v2 to run old v1 programs. (go32-v2 is included with
version 2 mainly for compatibility reasons, and as a means to run
unstubbed v2 images.)

Anything that, in happening, causes itself to happen again, happens again.
It doesn't necessarily do it in chronological order, though.
