If the program is only text and doesn't utilize graphics, soundcards, or other
things like that then you could probably write a console or rsxio app using
rsxntdj that uses wsock32.dll.  If this won't work then I'd guess that spawning
an app might be the best way (does popen work in rsxnt?).
