?? You mean, I guess, the 5 menus in Options / C-C++Compiler /...
If it's the case, you just have to press F1, and (when it works ... )
you have a whole help page on the flags ...

Well, there is a bug with the help page, but Robert fixed it for the next version, 
if I remember well...
