Aren't you looking for gpp272b.zip (GNU C++ for djgpp v2.0) ?
You should find this on any simtel ftp mirror site (ftp.simtel.net; ftp.ibp.fr 
in france; full path is something like pub/simtel?/msdos?/gnu?/djgpp/v2gnu).

Note that you will need all the DJGPP 2.0 packages (C and C++) to make it works 
(take a look at faq200 in v2/ or v2gnu/ to know what to download).
