Subject:	Better Question than DLL

I have been looking all over the net for a listing and explaination
of some windows API functions.  The one in particular I am looking for

would return a 1 if a file is in the directory and a 0 if the file
is not in the directory.  is there such a beast?  and which DLL would
it be in?
