It is written by Shawn Hargreaves, the author of the Allegro game library, and
is available on his web page :

It is really nice (unbiased view!), and also supports context-sensitive help by
calling info with the word under the cursor (neat), and compiling of
code/projects from within the editor (with error location, etc).
