You can find a (16-bit) port of it on any SimTel mirror, in the SimTel/vendors/gnu/gnuish/dos_only directory. The archive is called tut111ax.zip. Or you can get the sources of the latest version from any GNU ftp site (textutils-1.14.tar.gz) and compile it with DJGPP.
