I did this one myself. Took me three !@#%! days to figure it out.  It
is the fact that in dos:
set djgpp=e:\djgpp\djgpp.env
does not equal:
set djgpp = e:\djgpp\djgpp.env

The second one creates an environment variable called DJGPP[space]
which is different from DJGPP.  Remove the space in front of the = and
it'll work.
