Is there a curses library for v2? Or conversly, is there the ability to
handle alarms and such in v1.12? I have a UNIX program I want to get
going under DOS, but don't want to have to recode the interrupts or the
graphics. An email reply would be much appreciated.

Yup, there are several of 'em, although still for 1.12. (haven't
tested it yet).
My favorite is PDCurses. This is a pretty clean implementation so it
should compile in V2 without too much hassle (the supported
platforms include BC++ 3.0, DJGPP 1.12, emx0.9a, IBM C Set/2 and even
MSC 6.0 - so chances are this will work. I'm pretty happy with it.
