The place to find RSXWDK is given in the DJGPP FAQ list (faq102.zip from 
the same place you get DJGPP), section 2.5, with additional details in 
section 11.5.

The reason RSXWDK isn't kept with DJGPP is because these packages are 
mostly unrelated to each other.
