It happened to me too. I guess the install.dat is rather old and nobody 
cared to update it. However, I installed it manually in about half an hour
with no problems. Just create the djgpp directory and unzip files in it
( don't forget to add -d -o switch to restore directory structure if you 
are using pkunzip ). About the env settings, check readme.1st or the faq.
