Due to some request I checked the runtime package and found the
following addresses for EMC/GCC.

From the Documentation of the runtime package:

Don't get scared of os/2, the compiler runs for dos and os/2 as do many
of the application created with it, e.g. the emTeX package, BTW it's the
same author! For Windows you might also like to have a look at the
rsx/rsxwin package, to be found in gccdpmi5.zip at a lot of ftp-sites.
It should be near the EMX/GCC package and at any CTAN in the msdos/os2
dirs.
