tin is un*x, and even then not necessarily. He might have to use [t]rn. If
he's getting his mail by dial-ip ip and pop-host, he needs to get a programme
like NewsXpress or WinVN, for example (both for Windows), and he heeds to
know the hostname of a news server.

That's probably the best answer in any case, given the variety of systems
on the internet these days.
