C++ is just the language, I don't know about any compiler named so.
gcc is one C/C++ compiler, it's availiable at almost any unix-system and
also on DOS, here it's within the djgpp-package which adds the additional
stuff needed for running gcc on DOS (protected mode-interface, DOS
file-IO, video-memory access,...).
As far as I know, g++ is the same as gcc maybe it's only a link to gcc
(at least it should be no significant difference) and is availiable at
unix-systems only as DOS don't likes names with '+'
