First the latest MS-DOS port of Emacs is 19.28, and some of the features
you're looking for might be there already. Emacs 19.28 for DOS is
available as emx1928[bls].zip from SimTel mirrors (the nearest one for
you is ftp.technion.ac.il:/pub/unsupported/simtel/msdos) in the gnuish
directory.
Second, many of the great features you're accustomed to under Unix
require some kind of windowing system. If you need those features, you
can try WinEmacs, available as wemdemo[1-4].zip from cica mirrors (look
in ftp.technion.ac.il:/pub/unsupported/mswin/cica/demo). This is a
fully-functional Emacs, not really a demo. It is based on Lucid Emacs,
but I don't think you'll notice the difference.
