   I wander that there is SCCS( Source Code Control System) in djgpp.

Technically speaking, no.  (SCCS may be proprietary, I never got close
enough to really care.)

Practically speaking, yes.  There were some announcements recently of
a port of RCS (Revision Control System) to DJGPP.  I don't have time
to look now, but you can check on DJ's Web site (www.delorie.com, I
believe) in the mailing list archives.
