When you use _go32_dpmi_allocate_dos_memory, the rm_offset field IS
NOT SPECIFIED TO HAVE A USABLE VALUE.  Only the rm_segment is.  The
offset will be zero, no matter what the rm_offset field says.

In V2, we always set rm_offset to zero, just in case people don't
remember this.
