Not a few people who run scientific&engineering programs written in Fortran
seem to require f2c with djgpp, since g77 (GNU Fortran) has been expected to
become publicly avaiable in the not so far future, but not yet. tpf2c100.zip
is currently available, but it seems out-of-dated.
It's a nice idea to put a binary package of the latest f2c that works with
djgpp in some public ftp site (e.g., djgpp's home directory at Clarkson).
I already have source patch applicable to f2c version 941210 (as of now,
it's the latest one). Modifications are essentially the same as those
Judah has summarized in his message. I should be able to provide a contrib
package that is organized in accordance with description in djgpp's
document, but more experienced people or DJ himself may do that.
