Visual C++ is MicroSloth's latest attempt at a C++ compiler.  It is _not_ a
development environment.

As for OS/2, there is are two ports of GCC that I know of (but neither is of
a very recent version, AFAIK)--GCC/2 (really old) and EMX (not quite as old).
