The problem is, you can't get that stamp. Root directories in DOS
are special because unlike sub-directories they aren't files. In
fact, DOS FindFirst function (which is used to get time stamp and
other info on files and subdirectories) fails when called on a
root directory. That's why my code effectively ``invents'' all the
info on root directory.
