    I ran into a similar problem.  It turned out that what was
happening was that I was running programs from a DOS Window (most GO32
programs start from a DOS window) which was just big enough to hold
GO32.  GO32 is now substantially bigger than it used to be, and it
wouldn't load.
    I don't know if this is your problem, since you don't provide
PIFs.  (I wish the PIFs were in text!)
