You are reading old information.  Djgpp, as of 1.10, does work with
MS-Windows.  However, you can't use the 387 emulator or the base
graphics.

DPMI 0.9 with 32-bit support is NOT the same as DPMI 1.0.  DPMI 1.0
supports virtualized linear memory, which 0.9 does not.
