Because stub.exe is just barely smart enough to load go32.exe, and can't tell if it needs DPMI support or not. The DPMI/VCPI code is very minor compared to the work that go32 does, so it doesn't make sense to have two copies of go32 kicking around. In 2.0, a lot of the extender functionality will move into libc.a, so go32.exe will shrink.
