Ok, I feel stupid.

I believe the problem is related to contention for the TCP sockets used to
implement the socketpair in Cygwin. In any case, I have only been able to
reproduce it by repeatedly calling socketpair on the order of 200 times, so
I think this is non-showstopper. It's on my todo list to get back to
debugging it.
