You're right. It works correctly only for Japanese code sets.
It enables functions handling multi-byte characters (mbtowc,
wctomb, mblen, and so on) to support Japanese code sets.

If you build newlib with -DMB_CAPABLE, Japanese users will be
wild with a joy. This option has no side effects on other
languages, so we will lose nothing by it.
