Well, I checked to see if the new bash release helped and it didn't. 
I've attached the cygcheck.out.  The commands are simply:

  make >& makelog.out
  ^Z
  bg

at the point the process is hosed.

  tail -f makelog.out

shows that no output is being made

  task manager 

shows 100% being used and that the make subprocesses are obtaining all
of the time.
