I just rebuilt gcc-2.95.2-6 with the newest libcygwin.a.  Here are the
new timings to rebuild Cygwin.

        User time (seconds): 187.91
        System time (seconds): 126.72
        Percent of CPU this job got: 69%
        Elapsed (wall clock) time (h:mm:ss or m:ss): 7:35.73
