Specifically, of cygwin/testsuite.  Dejagnu won't run tests (*.exp) in
cygwin or cygwin/testsuite.  It will run *.exp in
cygwin/testsuite/winsup.api (hence, winsup.exp is there)

I think it might even need the last subdirectory to have a `.' in it.
I'd have to test it to be sure.
