At one point you were going to have cygcheck grab the version info
strings from the cygwin DLL.  That would probably be useful.  There
is code in setup.c that could be stolen to do this.

We have enough space in utsname to add an "S" to the version number, too,
if that would help make it clear that a user was running a snapshot.
