I've modified Makefile.in in cinstall to correct a problem with
compressing cygwin1.dll and possibly rectified the problem with
building libzcygwin.a using mingw only.  I can only assume this,
since I never actually had this problem.

Anyway, this directory now builds correctly with gcc/mingw from
the current release candidate.  I think we're very close to a
release.

The installer seems to work fine but it is lacking some extra
words describing what it is doing.  I guess I'll add that in
the next day or so since Ron is out of the country.  Then, we
should be set to release this, assuming that I get the go ahead
from the powers-that-be (which I just found out was a requirement).
