`cygwin.tar.gz' in the preview of the net release has the system
includes under /usr/i686-cygwin/include, and it is inconsistent
with the requirements of cpp.

`cygwin-inst-*.tar.gz' in the nightly snapshot uses
i686-pc-cygwin/include, and it is consistent.
