I like this idea much better. Every directory in devo should contain a
separate package. My point of view is:

/devo
    /win32api
        /include
        /defs

    /mingw
        /include
        /src (or lib)

    /winsup (or, better, cygwin)
        /include
        /src
        /regex
        /utils
