The GNUPro release sold by Cygnus includes a high-quality graphical
debugger.  It's tons better than the old one that was included in B19
and older.  Not an IDE strictly speaking but awfully useful and a good
graphical debugger is a lot of what people want in an IDE...

If you search the archives of the mailing list I think you will find
some mentions of other ways people have looked into making an IDE for
Cygwin.  I don't remember any of the specifics.
