I was sure that this wasn't going to be possible in time for b20, but
I'm pleased to say that I think it will be after all.  The default
will be to produce Cygwin exes but -mno-cygwin will select Mingw
libs/headers which will be included in b20.

In the future, we will still aim for an i586-win32 config of the tools
which pull in Cygwin on a per-tool basis with -mcygwin but that's a
ways away still...
