Do you mean the root of whereever the cygwin dll is currently located?
(It might not be the same as the installation drive.)
Sounds reasonable.

There will always be extreme cases like executing
"x:\some\long\path\bash" and having $PATH translate to
"/mnt/c/winnt:/mnt/c/winnt/system32" without the cygwin directory on the
path.
Would it be counter-intuitive to add the cygwin directory to the end of
the path if it is not already in the path?
(Adding it to the end would cause less surprises than adding it to the
beginning.)
