I don't think that cygwin32's lack of security is due to some fundamental
NT problem.  The lack of security is due to the fact that careful attention
has not been paid to the way that shared memory is set up.  Our shared
memory could probably be segmented in such a way as to provide more
security but it would be a lot of effort.
