Unless I hear objections soon, I'm going to remove
winsup/sysdef/powerpc.  Then I'll move the sysdef files from
winsup/sysdef/i386 to winsup/sysdef.

The only difference between the ppc and i386 files is whether the
@xxs are at the end of the calls (and the i386 files are much more
complete).  I believe dlltool provides a way of stripping these off
with an extra argument so if we need to support powerpc or another
processor with this requirement, we should be able to just call
dlltool differently.

Sounds good?
