The ECC team have an urgent requirement to automatically create the /tmp
directory required by Cygwin32 during their installation process. It
appears that Cygwin32 always looks for /tmp in the root of the logical
drive containing the Windows installation (usually drive C:). Am I
correct?

Is there a reason why Cygwin32 does not automatically create /tmp during
installation?
