Let's see, are you saying that `make install prefix=`pwd`/nstl' should
create
  nstl/include
  nstl/lib
instead of
  nstl/usr/include/w32api
  nstl/usr/lib/w32api
when the $(target_alias) = 'cygwin'?

Before my changes it would create
  nstl/include/w32api
  nstl/lib/w32api
is this what you think it still should be?  Since it is target specific
I believe creating nst/usr/include/w32api, etc. is correct.  All other
targets should create nstl/include, etc.

How is it "screwed up" for cross-compilation?
