Actually if you just create a gdbtest.bat file:
gdb -nw %1 %2 %3 %4 %5
and
set CYGWIN=error_start:x:/foo/gdbtest.bat
you'll get a window popped up.
Or, just set error_start:c:/cygwin/bin/gdb.exe if you want the gui version
of gdb.
