Ok, I tested with "CYGWIN_NT-4.0 DU211344 1.3.3(0.43/3/2) 2001-08-29
10:11 i686 unknown" on two different machines.  With one machine I can
open exactly three sessions before failure occurs.  On the other machine
I can open as many sessions as the machine has resources (out of virtual
memory error).  The machine that fails has no bash startup files in the
home directory.  The machine that works has bash startup files in the
home directory.  The machine that doesn't work is an HP OMNIBOOK 500. 
The machine that works is a HP Vectra desktop.  Both have 256M of
memory.  The OMNIBOOK is a "x86 Family 6 Model 8 Stepping 6" while the
Vectra is a "x86 Family 6 Model 8 Stepping 3".  I don't know what could
be causing the failures for the OMNIBOOK.  On both machines 1.3.2 works
without failure.
