It's really not needed anymore since cygwin, like I presume most other
"UNIXes" auto-grows its fd table.

But, who knows what it will screw up if we stop exporting it.

I guess we'll have to bow to bash as the authority and change it.  Should
it return 0 on success, -1 on error?
