I'm able, to reproduce it:
NT4 SP4,
CYGWIN=binmode notty ntea ntsec,
tcsh as login shell,
standard NT cmd window,
window size: 80 cols x 25 lines
window buffer size: 80 cols x 250 lines
The effect _only_ happens after resizing the window to,
say, 80 cols x 30 lines.
Output of `stty -a':
--------------------------------------------------------------------
speed 38400 baud; rows 30; columns 80; line = 0;
intr = ^C; quit = ^\; erase = ^?; kill = ^U; eof = ^D; eol = <undef>;
eol2 = <undef>; start = ^Q; stop = ^S; susp = ^Z; rprnt = ^R; werase =
^W;
lnext = ^V; flush = ^O; min = 1; time = 0;

opost -olcuc -ocrnl onlcr -onocr -onlret -ofill -ofdel nl0 cr0 tab0 bs0
vt0 ff0
isig icanon iexten echo echoe -echok -echonl -noflsh -tostop echoctl
-echoke
---------------------------------------------------------------------
As mentioned by N8TM AT aol DOT com, the effect is visible only, if the
command line is on the last window line. So, if you use `clear'
from the ncurses package, it's not visible until the command line
reaches the lower window bound again.
Hope, this helps,
Corinna
