No, we shouldn't, I think. System administrator should be responsible to
create default mount table, but not cygwin.dll itself. The patch opens HKLM
tree in read-only mode. But it seems to me that cygwin's installer must add
two records to system-wide mount table - / directory must be mounted to the
drive cygnus tools will be installed on, and /tmp - to the directory
environment variable TEMP points to.
