The simpliest solution I see - configure the toolset with the same --prefix
as installer's default path (/gnu-win32/b19). This case GCC_EXEC_PREFIX env
var will not be neccessary and the toolset will be ready to run.

I'm keeping it in a sync with all winsup snapshots.

Why less and ncurses are included to usertools package, but are not
compiled for any platform? Both works fine with cygwin (one patch with
iprintf function is required for less).
